Tata says that Nano 2012 model give 25 kmpl mileage. Can anyone tell me the actual road mileage in normal roads?

I have a new Nano model. I have tested mileage several times. Every time i get around 18 to 18.5 kmpl.
Its with and without AC, in city roads and in highways.
I dont think anyone will get 25kmpl as the company promises.
If you test without AC and only in highways, you may get better mileage.
